Roskomnadzor has refused to carry out an inspection upon publication of personal data of thousands of citizens of the Russian Federation, since the database that contain information about them, were placed in a locked messenger Telegram. This is stated in the reply signed by the head of the RCN in the Central Federal district Nikolay Makarenko admitted to the Agency complaint.

In the letter Makarenko noted that Telegram is entered in the register of banned sites, which does not allow Roskomnadzor to check for that leak. A scan of the document placed in his Telegram-channel head of the human rights organization “Agora” Pavel Chikov. He said that the complaint in Roskomnadzor sent Muscovite Mariam Salarzai, which is found in the basis of your personal data.

As recalled by TJ, we are talking about a database containing the names, addresses, passport numbers and phone numbers more than three thousand people, including journalists, opposition candidates in Moscow, were detained in the protests and other citizens. It was published August 9 in Telegram-channel “Comrade major”, and the following day the administration of messenger deleted this file.

Recall, the Telegram messenger has been blocked in Russia by a court decision in April 2018, but since then, Roskomnadzor has not achieved much success in blocking services – the Telegram still works the vast majority of users. At the end of March this year it was reported that Roskomnadzor found a performer to create a more effective system of blocking of sites and services, including Telegram, using the technology of deep packet inspection (DPI). In August it became known that the developers of the messenger began testing new and more effective methods of bypass of locks.

The essence of the new technology is that it allows the messenger to mask the traffic under normal TLS that significantly complicate the ability to block data transfer when using Telegram. Probably, the introduction of this method to bypass the lock will allow Telegram to circumvent the future system of dealing with unwanted traffic.
